EHDI Phase II State Model Legislation and Talking Points Now Available

The final version of the Early Hearing Detection and Intervention (EHDI) Phase II state model bill [PDF] is now available on ASHA's Early Hearing Detection and Intervention Action Center. The revised state model legislation reflects nearly a year of work, including feedback from ASHA members and collaborating organizations as part of the peer review process. It is another tool for states seeking to improve their existing EHDI programs and compliments the federal EHDI reauthorization legislation pending before Congress.

This model legislation is focused on:

  • improving tracking and surveillance in order to reduce the number of cases lost to follow-up;

  • addressing privacy concerns associated with the exchange of health-related information;

  • providing comprehensive coverage of early intervention and amplification devices;and

  • promoting an unbiased, family-centered approach to early intervention opportunities to help parents make the best choice for their child.
Revised and updated EHDI talking points [PDF] highlight the need for these important provisions and also provide supportive reference materials.

In the coming year, ASHA will work with state associations, EHDI program coordinators, and other stakeholder groups to advance and implement Phase II objectives.
